If you look at some zenmai tins, you can see there are repackaged header bags with tins in them, that say "toy" with some kanji on it. These might have been outdoor fair prizes or train station items. Its fun to speculate.

Your right about the toys being sold in two different ways.
That was something that was debated a while ago when all these creased boxes showed up. There was a funny rumor I remember ( a silly sounding one) that Japanese moms back in the day used to fold these boxes and put them away in storage when school boys went away to school to save space. Considering keeping boxes was a luxary in a house with little room then it seemed to make sense.
