The reason it wouldn't be 11/8 is because of the 5/8 in the chourus, and the fact that the phrasing of the 5/8 and 6/8 measures are similar enough to make it more logical to count them as separate measures, rather than the same measure.

I really think it's easier to alternate between 5/4 and 6/4, because there are parts that are just 5/4, etc.
