With regard to the poster's comment about naming games with as much incredible action "but you can't", I would respectfully suggest West Germany v France in Spain 1982, which finished 3-3, saw the Germans recover from 3-1, had a penalty shoot-out, and featured the greatest refereeing injustice ever - an absolutely vicious assault by Schumacher on Battiston which left him unconscious minus at least 2 teeth and yet went unpunished. Now THAT was an action-packed game too.
Cera's foul was just outside the box, definitely...press pause when contact is made and you will see...but Germany had a legitimate claim for a penalty when Bertini pulled down Seeler
