Flanders and Swann wrote this in 1953 when the Prime Minister was Winston Churchill and the Chancellor was Rab Butler. It was written for Airs on a Shoe String a revue in that year. When they recorded it in 1974 they updated the song for Harold Wilson and Dennis Healey. Things don't change!
There is a very topical aside at the end - "You'd better ask Marcia...." Alluding to Marcia Williams (Lady Flakender) and the rumours which were rife about her and Wilson. She was his secretary.
