This is an easter egg hidden in the Extras Season 2 DVD, on disc 2.
Frequently Asked Questions:
The song is "System Addict" by Five Star.
To find this on the DVD, on the main menu look for the two clouds of steam from the whistle. One of those is this scene, the other is a fake interview.
I don't know if this is on the British version of the DVD or not.
