That got a lot of publicity so that's what most people remember, but it was part of a larger program of slashing all kinds of social programs, from food stamps to drug treatment centers to welfare, and moving the money to military, prisons, and police. It was across-the-board cuts to social spending that resulted in the homeless problem. Sadly, we now also consider massive slashes to social programs normal, even though they also date in their massive form only to the Reagan years.

An older woman in one of my nursing classes said Reagan started it when he kicked the mentally ill out of institutions and they were left homeless.
