NEW DELHI: The Indian cabinet on Friday approved the
controversial 330-megawatt Kishanganga hydropower
project
on the Ganges River in Indian-held Kashmir (IHK) in a bid to
win rights over river water before Pakistan does.
Recently, Pakistan also awarded a $1.5 billion contract to a
Chinese consortium to build a 960MW hydropower project
on the Neelum River which is the continuation of the
Ganges into Pakistan. According to the Indus Water Treaty
(IWT), whoever builds the project first will acquire the rights
on river water.
Effects on Neelum Jhelum Hydel Project
Reduced Flow in River Neelum. The water storage project
would jeopardize the viability of the Neelum Jhelum
Hydroelectric Project by causing a 21 % shortfall in flow of
Neelum river. This would seriously curtail the potential of
this vital developmental project in Azad Kashmir.
Reduced Power Generation. The project would affect the
flow in the river Neelum in Azad Kashmir and the reduced
flow in the Neelum would be insufficient to generate the full
969 MW of electricity by Neelum-Jhelum Hydropower
Project. The pressure of water will be much lesser to
generate power under NJHP.
Reduced Water Availability to Pakistan.
The Kishanganga dam
could reduce Pakistans total water availability from an
estimated 154 MAF per year and may affect a significant
portion of the Mangla dams storage capacity besides
declining the pressure required to generate electricity in
Neelum-Jhelum Power Project.
Concerns for Pakistan
Change of course of Neelum river by around 100 kilometers.
A 27 percent water deficit in Neelum river.
The Neelum and entire valley will be submerged in AJK.
Affects in 133, 000 hectors area of irrigation[4] in the
Neelum
valley.
Affects on Pakistans Neelum-Jhelum Hydroelectric Project
(NJHP) in AJK.
