Nonsense: Elisabeth Stuart, daughter of James I, was married to Frederick V, Elector Palatine. At the time of the Act of Settlement only two lines survived from her: Elizabeth's grand daughter: Elizabeth of Palatine, Duchess of Orleans, and sister in Law of Louis XIV, she had to become a Catholic when she was married, and Sophia, her daughter, married to House of Brunswick/Lueneburg/Hanover. So Sophia's sun, George, was the next in the protestant succession (Catholics were much more around).

There were never 11 elector: From ~1200 till 1648 there were 7, in the Peace of Westphalia the Palatine Electorate was transferred to Bavaria and new one was created for Palatine. Hanover became a Elector as late as 1706.
