I understand Matsumoto is beautiful in winter. Plus they have the oldest castle in Japan that is still in it's original condition. and if you're going up that way you can hit Nagano and see the hot spring monkeys too.
erm, excuse my ignorance, but does japan have a remembrance day type thing for Hiroshima and Nagasaki? That would be awkward to be an American there on that day, if it exists.
My understanding is they don't teach kids about Pearl Harbor in Japan. I've been told by a teacher friend in Japan this is why the younger generation is so convinced the US were the aggressors in WWII. They just see all the monuments about US attacks on Japan.
Seriously though, check out Shiga Kogen for skiing/snowboarding. It's south east of Nakano. If you like skiing/snowboarding or just relaxing and maybe visiting an onsen or two then you would probably love Shiga Kogen!
I had crazy strong wind last Thursday/Friday, followed by multiple waves of snow.

I'd say go to an onsen, the outdoor ones are suppose to be nice during winter
