It's actually all true. However, because it is a political attack ad, some statistics were taken out of context or perspective. This technique creates the illusion of a problem when there may not be a problem, or there has actually been an improvement. This especially targets the uneducated, who most likely don't have the background to correctly interpret the statistics. This is something real political ads do all the time. It's called misrepresentation and is a form of propaganda.
