Every where has such kind of people. Just like we always have some percentage of unemployed.
Government need to guarantee a safety net for those poorest.

reminded me of those temporary sleeping quarters in Japan, where business men stay for the night in these compartments that are literally SMALLER than coffins and are forced to sleep in the fetal position.
Overpopulation is a problem in Asia right now, but the U.S. major cities will be facing the same inequalities and overcrowding to this extreme in only a few decades IMO.

I wonder if he could not improve his life conditions by moving into a 3rd tier city in mainland CHina. . . Where for that price he could get a nice comfortable apartment.
