I don't understand why you would want your shoulders and elbows parallel to the bars if while you're turning (countersteering) your body would actually be aimed out of the turn, not into....can anyone resolve this for me?

Yes when counter steering you don't actually steer in the opposite direction you just steer less in the direction your gooing to force the bike down.
