You may also want to make sure that the harness that goes over her shoulders is positioned at or above her shoulders. It looks like it might be below her shoulders. If the harness cannot be moved up, look into getting another harnessed seat that is taller. The graco nautilus is an good seat to look at as it has a tall harness height and harnesses up to 65 pounds, and then converts to a good booster when the time is right.

I couldn't help but notice her carseat isn't installed correctly. A locking clip is on the lap and shoulder belt up by the window. Whenever a locking clip is used, it must be placed 1 inch from where it buckles into the car's buckle. Check to make sure that your car even needs a locking clip. Most newer cars have locking seatbelts. Check your manual to see how your car's seatbelt locks. If it doesn't lock, make sure the locking clip is used properly.
