You didn't know the U.S. still bomb Iraq countless times even after the 1991 Gulf War ended? The U.S. had a ceasefire, not a peace treaty! Both 1991 and 2003 wars are the same conflicts. Baghdad in 2003 isn't the first time during the post-1991 Gulf War to be bombed.
