Oh my goodness. That isn't a spear. It's a tool that clamps with 3 fingerlike pieces. Apparently the person was just feeding the shark and getting underwater footage. At 10/11 seconds you can clearly see that there are no "barbs" on the tool.

Wobbegongs are so cool, but for some reason their mouths creep me out. I just thought its mouth would be under it like rays for some reason lol

Cool thing is, wobbegongs can move even faster than that. You have to be lucky and see one more eager to eat, or in captivity not overfed, and a longer period of time since the last feed. They will strike even faster. As far as the spear goes, some things to consider: Yes they can be hurt but they suck a current into their mouth so likely the food will come off first like it did, AND wobbies eat lionfish and stonefish, etc... they are very used to nasty things poking them.
