I play both games now and then. Civ City: Rome is more realistic, harder, and overall interesting, since you can see inside everything, but lacks good graphics, and some things of it were silly--like being able to build the great lighthouse in almost every city. Caesar IV has a more fantasy look to it; even the starting houses look pretty while civcity's are just shacks for most of their early evolution. You can make enormous cities on both, but it's easier on Caesar IV.

I originally made it much more realistically scaled, but it took up WAAAAY more than a single screens worth of space, and would be incredibly difficult to place down when you eventually had much of your map covered in city.
