Joe Manchin supports Cap and Trade. He signed a West Virginia Cap and Trade bill into law in 2009 which requires 25 percent of the electricity sold to retail customers to be generated from alternative and renewable energy sources by 2025.

That's not what cap and trade is. Cap and trade is where companies have to buy carbon emissions "credits".

You obviously haven't read HB 103. Among the items identified as "Alternative energy resources" are: "(A) Advanced coal technology; (B) Coal bed methane; (C) Natural gas; (D) Fuel produced by a coal gasification or liquefaction facility; ... (G) Waste coal; (H) Tire-derived fuel; ... (K) Any other resource, method, project or technology certified as an alternative energy resource by the Public Service Commission." What other traditional carbon fuels would the GOP recommend?

So, we're going to keep using terrestrial resources? And never look to what could be done with resources from space? Space power has huge potential when compared to all other forms of energy the potential dwarfs thier capacity... but it's not the only thing green about space
