Virginia Alternate Fuel Vehicle Bill Signing - July 12, 2011

Governor Bob McDonnell signed two pieces of alternative fuel legislation and an executive order during an event on Tuesday July 12th at the Department of General Services Office of Fleet Management Services. The new executive order set out the state alternative fuel plan required by HB2282.

The Governor was joined by representatives and displays from Virginia Clean Cities stakeholders ROUSH, Alliance Autogas, Phillips Energy, and Baker Equipment along with several other representatives of Virginia's alternative fuel industry.

Executive Order 36

Moving Towards Alternative Fuel Solutions for State Owned Vehicles -- Directs release of a Public-Private Partnership solicitation that will illustrate the state's interest in partnerships with and among alternative fuel source providers, infrastructure developers, vehicle manufacturers, and other industry leaders to begin transitioning the Commonwealth's fleet to alternative fuel vehicles and to build the balanced infrastructure needed to support clean domestic fueled vehicles.

Alternative Fuels Legislation Signed:

HB2282 (Marshall) -- Requires the director of the Department of General Services, in conjunction with the secretary of administration and the governor's senior advisor on energy, to develop a plan providing for the replacement of vehicles owned by the Commonwealth with vehicles that operate using natural gas, electricity, or other alternative fuels, to the greatest extent practicable, considering available infrastructure, the location and use of vehicles, capital and operating costs, and potential for fuel savings.

HB2105 (Bulova) -- Excludes third party retail sales of vehicle charging electricity from qualification as a "public utility," "public service corporation," or "public service company." Allows Virginia retailers to offer electric vehicle charging stations for drivers, providing more locations and choices for electric vehicle charging throughout the Commonwealth.
