That is Bill Elliot at Atlanta in 1994. His windshield was struck by debris from a car that wrecked into the wall in front of him.

@Martymartybeer Thanks for your comment. I can't tell you how tired I get of seeing good videos ruined by obnoxious music. I don't want to hear music, I want to hear the engines, the commentators, the screeching tires!
