No, officers are not permitted to freely commit moving violations as they please. They must still obey the law.

I wonder if they do what they do here in Arlington Texas. They have it fixed up where it's not a criminal offense to get caught by a camera. It's a civil offense. What happens if you don't pay a civil offense? Nothing. Until they illegally notify the department of transportation and won't allow you to register your vehicle. If that ain't some bullshit then I don't know what is. So my question is, do cops have to pay the city when they blatantly break laws like the rest of us?
