Keycard reward is just for beating the guards before the lights come back on. You don't need to stealth to get it (important to know so you arent wasting your time on multiple tries cuz u keep alerting the last guard or something)

I'm pretty sure in the xbla version they gave the guards night vision making it impossible to get that stuff

I don't think so: they can see you in the original version, that's why you have to step back and squeeze behind the table to get the second two, if you're too close to the door when it opens they spot you immediately.

It's something the game engine seems to have to do; they're hidden there so they can be used later in the end-of-level cutscene, so they don't have any AI. I don't think the devs intended for the player to come back down with the open-all-doors keycard and see them.
There's a few other places in the game where mysterious locked doors have invincible enemies behind them; for example, the Skedar from the intro to Attack Ship is hidden like this after the cutscene.
