Binders and sheet protecters make so much more sense to me than 'hiding' things in files. My categories differ, but the concept works for me.
Added advantage is that all items are the same size. No more tiny bills to manage. The tiny bill goes in the sheet protector and can be handled just as easily as a regular size piece of paper.
