@ELeK hahaha when i got my first speeding ticket for going 47 in a 25 the cop was like "you were going 47 but I will put you down for 42" and I was like "it didn't seem like I was speeding that fast..." and I went to court and he didn't even show up.

Have you ever actually touched a radar or lidar gun? Have you ever had someone drive at 25mph and check their reading on the gun? Not surprisingly, it comes out at 25mph. Additionally, the tuning forks that are labeled 25mph also match up. So, if what you're saying is correct, then not only are speedometers set wrong, but police radar, lidar, and tuning systems are also set wrong. It's a conspiracy! Must be the aliens that took the punctuation out of your posts.
