Typically using templates just as they are looks cheesy and outdated. I think you can borrow from someone else's template and make it your own. I definitely believe in creating libraries of web elements and reusable code because it saves time both building a site and debugging it. But if you want your site to really shine you have to do a bit of customization beyond templates.

A design should be able to use small templates. Creating new icons for every project is time wasted. They must be altered though to be a little different for that project. As far as site templates, I agree with Scott, if not a web designer use templates if you are change that template so much it looks original.
