Topic: When measuring skill needs in a region there are three factors to be considered: (i) trends within industrial sectors; (ii) the local knowledge base; and (iii) the types of occupational level present within the workforce. The degree of interaction among the different actors in a region is also crucial to maintaining a strong knowledge system.
