this is not an accurate description of the definition because herzberg says communication is a problem not a solution. He doesn't say that that communicating with employees is a way to motivate them. Read Herzberg F. (2003) "One more time: how do you motivate employees?" Harvard Business Review

@denisarus Agree that communication alone is not a solution to motivating among employees. However, our interpretation of Herzberg’s theory is this: Effective leaders of people must constantly be “in tune” with what is de-motivating their staff. A huge part of this process involves having an effective relationship with staff allowing them to openly share what is de-motivating them.

@denisarus Futhermore we believe regular communication with staff is a must. We would also concur with Herzberg that in most organizations, lack of effective communication is more of a problem than the solution. Lack of effective communication on the part of leaders/organizations directly affects morale within teams/organizations.
