I am from Australia, I just heard "The Hum" last night. I ruled out all possible sources, including electronic devices. I still have no idea where it was coming from but it sounds a lot like that simulation in this video.
i believe there are 2 types of hum the one cause by government weapon haarp etc.. and the one inside your head because the hum i hear comes from inside my head and i can hear it whenever i want that shows me it's not government testing.
From 2007 so I don't think it's fake

Sounds like 50hz and 60hz beating against each other, as in East and West Hemisphere power system's frequencies combining in the Earth.

I have been trying to tell people about HAARP for a long time. Every time I do, something weird happens to prevent it.

A village in Durham is the latest place to report a strange vibrating noise - known as "the hum". Why is it such a mystery?

It's gotta be HAARP. If you don't know what this is, please do research. It's very important.
