I guess that the reason this cartoon of Judy Garland didn't speak..or even sing..was that..Warner's "Termite Terrace"(The animation studio..where they created and produced

those old movie cartoons)they couldn't find and hire a mimic/singer..who could perform

Judy's speaking and singing voice or..MGM wouldn't let Judy do a vo for the film.
