Yes dogmeat is wearing custom armor.
Yes I am playing a kid. Shortly after fallout 3 came out someone modded to allow us to play as kids :) Thought it would befun to see a kid blowing the heads of muties. Lets face it, Even a kid would learn to defend themselves or die.

Theres a mod where you can play as any race including child. Then you enter the console with ` and type SHOWRACEMENU and set it to child or teen which is closer imho.
