@jeffs60s Jeff, you are most likely trying to implement these changes within a IIS server environment. Changing permission levels, via any FTP client, will only work within an Apache server environment. You will need to make these changes via your website's Control Panel, or ask your hosting provider to make these changes on your behalf.
This absolutely will not work for me. I've been using Core for years, but it isn't working. I'm trying to set the permissions to a folder within a folder of php and css files, and each time all I get are drw-rw-rw instead of rw-rw-rw. I've noticed that with Core ftp, it doesn't seem to accept any changes if I choose custom commands.

Never had to set permissions before- I thought it would be something that simple but never knew exactly how.
