The woman washing clothes and the girl of the long hair... They're not swinging their bodies to feel or look "sexy": they're just enjoying the rhythm, "loosing" their bodies and minds!
The portuguese lyrics basically say "Doesn't matter how you look, who you are or where you're from: release yourself, dance and be happy!".

The Pata Pata dance is a celebration of life. In african cultures (and in many indigenous cultures all over the world) "sex" and "life" are very closely related words ("you make sex to make babies that make life go on").
Brazil has a strong african root, thus we (brazilians) do see sex more naturally, too. But that's something others rarely understand.
