It's to be used to warn of the danger of an approaching vehicle, not to ride 2ft behind and panic a civilian vehicle because in fact THIS is exactly the common reaction of a panicked driver, being made worse by the action of the police officer. You've clearly no experience of emergency response driving and absolutely no idea what you're talking about.
