Kagame didn't rely on outsiders to build his crucial success, which was political rec-oncil-iation. He started out by following the standard model in which perpetrators of violence were prosecuted and then jailed. "But soon we had 130,000 in jail—and many more [suspects] outside," Kagame said. "The genocide in our country involved a huge percentage of our population, both in terms of those who were killed and those who killed." So Kagame arrived at the idea of using an indigenous system—gacaca courts, essentially local village councils where people confess and are punished but are mostly forgiven and reintegrated into the communities from which they came. As The New Yorker's Philip Gourevitch has pointed out, this has led to a unique situation among postgenocide countries. In Germany, Jews fled (to America and Israel). In the Balkans, the various sides were separated into ethnic enclaves or distinct nations. But in Rwanda, killers and the relatives of their victims live side by side, in every village in the country, and together are building their future.

  • aid weakens africans, aid like food ends, but aid of actual economic progress is what we need, the western world knows that as long as we are getting aid we won't stand on our own two so they can continue taking our mineral resources and control, the international court works on the terms of the superpowers just like the u.n and e.u when they accuse people who causes genocides they accuses little people but not the masterminds, an example is the rwandan and burundian genocide

  • Good comments. Thank you.

  • I won't be the instrument of nobody. Though the west has a lot to do with african trouble, for the most part we; africans, are responsible for our misery and conflicts. Kagame keeps lying to the West Rwandans have reconciled and all, the economy is growing, etc but the truth ( he knows this) is that his regime is oppressing the hutus (and some tutsis) while enriching a few tutsi elites. His regime's consequences may take years to surface but ultimately another genocide may happen (God forbid!)

  • Yes, you're correct on these points. Let's hope there is never again any mass killings in Rwanda.

    Thank you for your comments.

  • KAGAME is a killer, a dictator, Rwanda is divided by his ethnic policies of apartheid. His own ethnic group are the only dominant force in army 90% even though they represent 20% percent of the total population of Rwanda. He who started the GENOCIDE in 1994 in Rwanda for his own political gains. he then started another GENOCIDE in DR Congo in 2004 with the blessings of the WEST. Yet, Bias western Media portray him as a good leader. No peace with Kagame in Rwanda, this is a retarded bomb

  • u go to hell u damn f*k first degree criminal.we will gt u soon or later.its a matter of time u dk head.all those ppls u killed they blood will hunt you.

  • oh please!! As if you don't know what I'm talking about! Keep pretending all you want, and calling all the names you can but truth is; rwandans know the truth and only talks inter-rwandan talks and efforts will deliver them from evil (whose man axis is Kagame & RPF!!)

  • It is not the opposition that killed people! To prefer the status quo in Rwanda is only naive because I'm afraid if things don't change in Rwanda another tragedy may happen!!
