My girlfriend and I are arguing about the context too. I say that he only states that he took initiative in creating it. I don't believe he was saying that he invented the internet. to take initiative in goverment is to vote or support or even present a new concept. i think he he was trying to emphasis his interest in a progressive economic concept.

"AL GORE had NOTHING to do with the INTERNET" unless you count the High Performance Computing and Communication Act of 1991 AKA The GORE BILL, which created the infrastructure for the internet from the technology of Darpa-net that was created at CERN & resulted in the creation of fiber optic networks & the mosaic web browser that was one of the fist GUI web browsers. You know other than creating the internet he had nothing to do with the internet.
