There are mixing problems with DW. For example, its noticeable in the episode "Utopia". The only thing happening in the scene is that they're chatting with Professor Yana and his assistant. This music is bombastic for a simple dialogue scene. There you have odd mixing and song placement. And with the music loud its hard to understand what's going on as The Doctor speaks a mile a minute.

Yeah this is the refferance that the noise level are really loud and have to use subtitles.

I really liked the Torchwood parody but I've personally never noticed any problems with the music volume levels on Doctor Who.

Rose's voice was dead on but I didn't think there was a noise problem at all to be honest. I don't know where they got that from. But I loved their Torchwood parody. So funny!!! He takes the piss outta John Barrowman nicely. lol! John Barrowman rules!
