Steve dressed that way in the early 90's to get investors to understand that he is a serious CEO. Keep in mind that these investors had bet a lot of money on Apple and the company was 90 days from closing it's doors. They were terrified. They wanted a good leader. Steve didn't just come back as CEO. He had to prove himself to Apple.
