What's the point of nuclear talks if Iran won't talk about their program?

Iran's chief nuclear minister has said that his country won't be talking about their own nuclear at the upcoming talks with members of the UN security council. He went on to say that the newly revealed uranium enrichment site was built near a military site so that in case his country was attacked, they would be able to continue their nuclear activities. Many people are saying stricter U.S. sanctions are inevitable.

This is why I really hate about International Organizations like United Nations. They got their own rules, and every friggin members must obey. Only an idiot moron would voted for membership! Does the US and UN has a reason to threat Iran like an enemy? The Iranian government/people woundn't allow any other sovereign entities to come to their land and start saying crazy stuff about what they do!
