Race doesn't matter. Whites have dominated the sprints before - Pietro Mennea, Valeri Bozov, Allan Wells, and Marian Woronin are just a few names who dominated the sprints in their time. Cultural shifts in Afro-North American territories have caused most caucasians to drift towards distance running, and blacks towards sprinting. This has been for about the past 30 years. And as you can see, the top ten all-time 100m men's times are USA, Canadian, and Jamaican. ALL centered around North America.
