Put them in your party and head to Snowpoint Temple,

The girl will grant you entry.
After that, just follow the video instructions

P.S - To get the 3 Regis, first you must have caught them in R/S/E and then migrate them and catch them in Pal Park.
If you did not play R/S/E then ou should trade them online or go play R/S/E

Note - You can enter Snow Temple anytime after completing the pokemon league.
BUT REGIGAS WILL JUST STAND THERE, YOU CANNOT CATCH HIM.
HENCE YOU NEED ALL 3 REGIS.
