Well, for one, Data not having emotions is debatable - Earlier in this scene he displays something very similar to affection, behind an emotionless facade.

For another, and here I quote Asimov, "There is no right to deny freedom to any object with a mind advanced enough to grasp the concept and desire the state". Sure, you could get away with making Data essentially a slave. I could get away with multiple homicide if I put my mind to it. The point is morally speaking, that's simply repulsive

Lore was deactivated and disassembled at the end of that episode,you are right there! However Lore never required an emotion chip! He was programmed with emotions right from day one. The emotion chip he was using to manipulate Data,was the chip their father created for Data to be able to have emotions.Lore stole the chip in the episode "Brothers". Yes he does,but he deactivated and disassembled Lore at the start of season 7! In re-guards to his mother...his father warned him that if she was to discover that she was an android,she would shut down. He designed her to believe she was human,and as far as she knows ..she is.His dad asked him not to "take that away"from her. She was designed to live as a human and die(shut down) as a human after a long life.So in a sense you are still right..Data is not alone,he has his mother.
