well since they have offices on the set, they need a way to get in contact with the offices off the stage

I was gonna say ...ALL news studios have them lol same as tv studios where they film sitcoms, etc.

To communicate between the control room and the studio. Typically, such intercom activity is to be done when not on the air.

Why have an intercom? So the director can give out commands to the entire team [not just specific people] during the break

This was one day where they had not read that rulebook. ;)
