http://www.visualwebgui.com: See how simple Web applications UI design can be with point & click development patterns with no need to code in HTML, CSS or JavaScript - basing on proven Microsoft methodologies and within Visual Studio.
Excuse me for being direct, but there is no code generation here what-so-ever, it's a static dynamic client kernel and the code that you run entirely executes on the server...
In terms of client code, it's a plain, very clear, open source, w3c compliant (multi-browser supportive) java-script, CSS and HTMLs. and most important, it's predefined and you can take a look at the code... it's open source...
i hear that the code created in that is terrible. (same as the design mode in dreamweaver)
want a simple UI? learn how to use either Adobe Illustrator (my favorite) or Photoshop (not so good) and pull em in to Flash Catalyst. Awesome tool, if you want to generate a .swf!
After that, use FlashBilder (formerly known as "Flex") to add complex interaction you want in your RIA.

And it never changes during the app run ;-)...
