It's not intentionally silly, it's the title of one of Buckminster Fuller's essays, the whole album is based around him, so it's fitting.

The song's title and lyrics are a bit silly (I mean, "house of 1982 built like a ship", come on ;)), but still very good. Great music and great vocals, so absolutely worth listening to.
