I use several programs for video editing.
AVID Liquid Professional 7.2 with Hollywood FX Mega vols and RTFX Vol 2
AVID Studio
Avid Media Composer 5.5 professional with Boris Red and Red Giant Plug ins

The Swirl is a tool in many of the programs but you can get the plugin RTFX Vol 2 for Avid Pinnacle Studio and AVID studio
The two mentioned can be acquired reasonably in RTFX Vol 2 is an add on package for AVID Pinnacle
Avid Studio has this package as a standard add on and as a total performance package a less expensive way to go
