yup, running backwards, the return stroke should be faster then the cutting stroke.
It also had more force if its turning the right way, because of the helve effect.

This shaper looks to be running backwards so that the "quick return mechanism" is making the cutting stroke faster than the return, which is the wrong way round!! also the bull wheel spindle can be seen to be rotating clockwise, it should be anticlockwise.

It's running the same way as it had been with the previous owner. He used it for many years. I picked it up at his shop and he showed the machine in action.
The machine can only cut on the "out bound" stroke, it lifts the cutting tool on the return (perhaps not what you meant?)
I have only quickly tested it and it seems to cut correct and the feed works the right way.
What would be the consequences if it actually runs the wrong way?
