fyi it's choice 4 not choice 3 for a sample standard deviation. population S.D. is used for a much larger set of data.

Choice 3 (x-sigma-n) is for calculating population SD when you know all of the pieces of data in the population.
Choice 4 (x-sigma-(n-1)) is for estimating the population SD when you have only a sample of that population.
Which of these to use has nothing to do with the size of the set of data. A population could have only 3 pieces of data. A sample could have many thousands of pieces of data.
