From what I know, tessen were originally not used as weapons, but were used to block weapons, cool off warriors, and to send signals like Garnetdragon said. But there are smaller, bladed tessen that women would carry beneath their robes in a geisha like fashion.
So from my understanding; tessenjutsu is an art, both in performance and battle, it's defensive, but considering that tessen are usually bladed, they can be just as offensive.
@MoonsSnow From what I understand in my reading, the tessen is primarily a defensive weapon carried when obvious weapons are prohibited. It was mostly used to block enemy weapons or for signalling commands to subordinates. Most of the videos I have seen show katas and patterns like this, done very slowly. Like Taijiquan (Tai Chi), these movements can be used in combat effectively if sped up, although they are mostly used for exhibition now.
