Mahoning County Dog Pound Scandal - Youngstown Ohio

The video shows an obviously frightened and hungry dog padlocked inside a tiny cage that was meant to house a cat or a smaller breed dog at best. The interior of the cage is covered in feces and the only thing filling the food bowl seen inside the cage was the dog's own excrement. The dog is shown picking through his own waste in search of food crumbs.

They were there and could not help because there was no way to feed the dog. Is this how it's done there?

All your doing is hurting the reputation of a dog pound. You're doing nothing to help the dogs get adopted. If you want to blame anyone the blame should go partly to your elected officials that don't give it more funding. I am sure these guys do the best they can. They are busy people. It just happens there are a lot of stupid people in the world that don't take care of there animals that inevitably end up in a pound. If you want to do something worthwhile come help this shelter instead.
