i think it's a man. but he's saying:

... I'd probably be the crazy chick... running around screaming. I've never personally seen a tornado, nor do I know anyone who has. I'd probably react in a way any normal person would. "OH GAWD, SIRENS. RUNNNN" I'd probably be pushing people, running and shiz. Those people look like,"Hey... do you hear that? "Hear what?" "That sound, ohh tornado warning." "Wanna walk faster?" "... No, we'll be alright." "Ok."
