The "Mystery Migrant" to Sydney- 10 years later!

He was a medical doctor in his native country who fled after testing HIV positive.
A "refugee" in his transit country;
A TB and AIDS (full-blown) patient in the transit country;
But,ironically, a "healthy" person for the purpose of migration to Australia;
He hopped from a hospital bed in his transit country to another hospital bed in Sydney;
3 years later he died at Eversleigh palliative care hospital.
Ten years after his death, the AIDS cure which he hoped would be found in time to save his young life is still not in sight.
The question those who came to know him asked was, "how did this man elude detection by Canberra's stringent screening process?" Was it voodoo, unexplained error, grand corruption, the work of a well organised people-smuggling enterprise/syndicate or sheer incompetence/negligence of the medical personnel?
